How is RO important when trying to understand viruses and why is it important for that number to be as low as possible?

The R0 value is a measure of how infectious a given virus is. So if a virus has an R0 value of 7, a person with the virus will spread it to an average of 7 people.

It applies to a group of people that never had the infection and are not vaccinated. So basically how would the infection spread through a population that has no immunity to it. It is also pronounced R naught.
